Can people drive drunk?

It's up to the owners of roads to decide. I would imagine most road owners would care more about good driving rather than what substances somebody is on while they drive. Something is not a crime until you actually initiate force on another person. If you drive drunk and don't injure anybody you're technically not initiating force on somebody. Are you more likely to? Probably, but until you actually commit a crime it's not a crime. This is one of problems we face heavily in government right now. There are countless laws in place to prevent problems from happening but what they really do is just restrict freedom by trying to prevent every possible negative outcome from occurring.
