Quinton: The problem of pollution

The problem of pollution comes down to property. If the pollution from a neighbor is crossing over into your property then it is up to courts to decide if this neighbor is aggressing on your property. If they are then they will need to stop the pollution on your property. Pretty straightforward here. There isn't a clean cut yes or no on this. It would need to be determined on a case by case basis.
